A National Plan for Prevention, Protection, and Partnership

Saved Paws is not creating new programs. We are looking to partner with people and organizations who are already doing this work on a large scale, such as shelters, rescues, spay and neuter programs, and placement networks, and who can expand with the right funding. Our role is to find them, fund them, and help them grow.

The euthanasia crisis is complex. No single shelter, law, donation, or sanctuary can solve it alone. Saved Paws is developing a coordinated national strategy that addresses both the immediate emergency and its underlying causes.

A National Awareness Campaign

Saved Paws plans to produce a short, powerful movement video that presents the crisis honestly and directs viewers toward specific ways to help, including donating and volunteering in all avenues. Celebrities, influencers, shelters, rescues, veterinarians, businesses, and animal advocates will be invited to release and share the video simultaneously on January 2, 2027.

Law Reform

Lasting change also takes better laws. Animal-welfare laws differ significantly across the United States. Saved Paws plans to provide state-specific advocacy pathways that help residents understand proposed reforms, contact lawmakers, organize locally, and support responsible legislation. Saved Paws does not provide legal advice — legislative priorities will require review by qualified attorneys, policy specialists, veterinarians, animal-welfare professionals, and local stakeholders.

Nationwide Spay & Neuter Program

Prevention is just as important. Saved Paws partners with experienced professionals already doing this critical work. We provide funding and support to expand mass spay and neuter services into an ongoing, everyday effort across the United States—focused specifically on stray cats and dogs. By preventing unwanted litters, we can reduce shelter overcrowding and save more lives.

Second Chances, for Animals and People

For animals already in shelters, Saved Paws will fund established programs that are already placing shelter animals into safe homes and meaningful roles, with a primary focus on prison programs, alongside veterans' organizations, senior-living communities, and foster and adoption networks. Every partner will be carefully screened for animal welfare, participant safety, and professional oversight.

Trap-Neuter-Release, With Continued Care

Instead of letting healthy strays be euthanized for lack of space, Saved Paws will fund experienced trap-neuter-return groups that are already doing this work, helping them spay or neuter, microchip, and return more animals to where they were found. Funding also supports their ongoing feeding and monitoring, so release means continued care, not abandonment.

Expanding Sanctuary Capacity, Coast to Coast

Saved Paws' long-term vision includes funding established sanctuaries in the East, Midwest, and West so they can expand capacity and provide temporary or long-term placement for animals awaiting adoption or transfer. This support will depend on available funding, partner readiness, and sustainable operating plans.
